Proto: fix encoding of binary data as string

Context

Fixes #2612 (closed).

This MR uses the new encoding string' Hex (of !6854 (merged)) to represent binary strings as hexadecimal in JSON (strings in JSON must be ASCII).

Manually testing the MR
