Node: Use RPC server for metrics

Context

This merge request allows to use RPC server for metrics.

This new version 1.0 of Resto now allows to launch a server with a specific callback. The Prometheus-app callback is now used as a callback for the RPC server.

This MR depends on opam-repository!357 (merged) as it requires Resto version 1.0

Manually testing the MR

  • Run a sandbox node (without any metrics server)
  • Check tezos-client rpc get /metrics
