Proto: register errors with parameterized name in bounded_history functor

Otherwise, we cannot instantiate the functor more than once...

Without the fix, an error

duplicate error name: proto.alpha.Bounded_history_repr.key_bound_to_different_value")

is triggered at compilation if the functor is instantiated more than once.
