Context

Closes #1076 (closed) with this strategy:

link wrappers to the exported function/module; add docstring on non-wrappers

Following !5464 (merged), a few definitions were left to docstring (see this comment).

Manually testing the MR

make -C docs -j and then open docs/_build/api/odoc/_html/tezos-protocol-alpha/Tezos_protocol_alpha/Protocol/index.html
