Draft: Load kernel image

Context

This is work in progress. When the SCORU node gets originated, the origination message can either contain a full (but small) kernel image or just the first part of it. In case it contains the complete kernel, the WASM PVM should start parsing the kernel at the next step. Otherwise, the rest of the kernel image will follow as inbox messages, and the WASM PVM will expect more input. As soon as the PVM receives a zero length inbox message it will assume it has received the entire kernel. More details in related issue: #3159 (closed)
