Tests for precheck of manager operations

Context

This MR adds some integration tests that check some invariants in precheck of manager operations. these checks are done for all kind of manager operation.

Manually testing the MR

To run the newly added tests, run the following commands.

dune exec src/proto_alpha/lib_protocol/test/integration/operations/main.exe -- test "^precheck manager$" 
dune exec src/proto_alpha/lib_protocol/test/integration/operations/main.exe -- test "^precheck batched manager$"
