Tx_rollup: carbonate rejection

Context

This MR introduces a gas model for TORU rejection.

This model is based on (1) the size of the message, and (2) the size of the proof. Because the proof size is a poor indicator at the very beginning of the rollup lifecycle, we always consider it is at least the maximum proof size of the rejection.

Manually testing the MR

CI should prevail.
