Proto: SCORU: Create layer 1 operation to publish commitment

Context

See #2108 (closed).

This MR adds a new manager operation Sc_rollup_publish, which deposits and refines a stake on a SCORU. This MR doesn't add any real business logic, though it does add one function publish_commitment to the Sc_rollup_storage module which is just a simple wrapper around deposit_stake and refine_stake.

This MR adds a few unit tests for that new function. It also adds some integration tests for both the new Sc_rollup_publish operation and the operation Sc_rollup_cement which was added in !4563 (merged) and previously untested.
