Draft: [PoC] Protocol: Add tx rollup into its own validation pass

Just want to see where the CI will fail (if it will) for the moment.

Questions to handle:

• Should we update the comparaison function? Probably yes for preapply but 🤷
• Update the operation selection for the baker
• Update mempool's plugin to handle rollup operations
