Context

Third step to ignoring annotations (tzip!138 (closed), #2025 (closed)): getting rid of type annotations (this is a redo of the third part of !2482 (closed)). The second step is !4140 (merged).

The first commit does remove type_annot from the ty_metadata, the others are just consequential simplifications.
