CI: -j 12 for debian/ubuntu build packages jobs in [debian.daily]

What

Add DUNE_BUILD_JOBS: -j 12 for debian and ubuntu packages build jobs only in debian.daily.

Why

• To limit OOMs in [debian.daily] pipelines (cf. datadog: OOM errors).

How

• Use limit_dune_build_jobs introduced and used for release pipelines in !19483 (merged)
