doc: reformat HTML CLI pages

What

Reformat the CLI man pages such as https://octez.tezos.com/docs/active/cli-commands.html.

Why

They currently contain too many line breaks: sometimes a single word per line followed by a full line.

How

Modify:

• the CSS options for the HTML output
• the page width reported to the CLIC formatter
