Proto/CLST: add total_supply

Based on !19980.

This MR adds the following for the CLST contract:

• total_supply to the storage
• total_supply view
• total_supply RPC (octez-client rpc get /chains/main/blocks/head/context/clst/total_supply)

Manually testing the MR

dune exec src/proto_alpha/lib_protocol/test/integration/main.exe -- --file test_clst.ml -m "total_supply"
