base images: add new stable releases for all distribuitons
What
- Add new base OCI images for all supported distributions and wire a dedicated pipeline to build and publish them.
Why
- We’re about to bump the base distributions used by packaging and CI jobs.
How
- add new releases in ciao
- No consumer switch in this MR; follow‑up MRs will update packaging and CI jobs to use the new tags.
Manual testing
- Run the base_images pipeline and verify images are published for each supported distribution/tag in the registry.
Notes
- CI-only change; no product binaries or protocol code impacted.
