teztcloud/layer1: add dal support

What

This MR add support for DAL network on the Layer Teztcloud scenario. To unable this add --dal to the Teztcloud Layer1 test cmdline.

This MR also add DAL commitment production. To unable this add --producer-slot-indices n,m,... to the Teztcloud Layer1 test cmdline. This argument will spwan DAL slot producer on slot n,m,.. that will add DAL commitment at each levels.

Why

Because we need to have a running DAL network in our test.

How

Manually testing the MR

dune exec tezt/tests/cloud/main.exe -- LAYER1 -v --localhost --tezt-cloud ubuntu_plucky --snapshot file:ghostnet.rolling --network ghostnet --website --stake 1,1,1,1,1 --producer-slot-indices 2,7,12

Once the experiment is running, on Explorus you should see DAL slot attested
