CI: move extended test [rpm] jobs to a daily pipeline

Part of #8085 (closed)

Similar to !19760 (merged) but for [rpm] jobs. I keep this MR description short as the What/Why/How sections are identical (replace debian -> rpm).

What

• Create rpm.daily scheduled pipeline extracted from schedule_extended_tests.
• Adds ci/run_pipeline/rpm_daily.sh.

Why

Improve DevX

How

• Register rpm.daily in ci/bin/main.ml.
• rpm.daily.yml is mostly rpm_repository_full.yml.

Manually testing the MR

• make -C ci check should pass.
• Test pipelines:
