Draft: DAL/Node: migrate skip-list database

This MR should be split in two (at least):

  • first part contains the automatic (non-)attestation of some of the last 8 published levels in S
  • the second part contains the migration of the skip-list DB in the DAL node, adding a published_level column, and indexing by the published level
