DAL/Node: enable ignoring topics

What

Enable to instruct the DAL node to not propagate messages belonging to certain topics.

Why

To be able to easily test the amplification feature.

How

Follow the same approach as in !18206 (merged) (and for the L1 node): this can be enable only when both a CLI option and an environment variable are used.
