Compute the amplification delays (amplification_random_delay_[min|max]) based on the attestation lag and the block times.

Why

They were too big for a block time of 4s, not allowing sufficient time for the amplification of shard propagation.

How

Make the corresponding values parameters of the amplifier, and set them depending on the attestation lag and the block time.
