Proto/abaab: Fully featured weight when ABAAB flag is activated

This finishes the work on the new attestation power under all bakers attest. This includes the baker, adaptive slashing, and baking and attesting rewards.

This does not make the feature complete, the slot changes are still missing, and are required for ABAAB
