ciao: refine packages changesets

What

This MR adds the packages gitlab-ci to the packages changeset to make sure these jobs are started automatically when we change the definition of the pipelines.

This MR adds one file in the changeset for deb/rpm/homebrew. I add only the partial tests are those are run the the before merge and merge train pipelines.
