Tezlink/Kernel: increment counter after successfully applying an operation

What

This is a small bugfix in counter management in the Tezlink kernel. When an operation is successfully applied, the counter of the source needs to be incremented otherwise it isn't counting anything.

Why

This prevents replaying past operations.

How

Manually testing the MR

We have a test, test_produce_tezlink_block_with_reveal_and_transfer, in which an account sends two operations (a reveal and a transfer). The test is updated in this MR to stop using the same counter for both operations.
