Etherlink/Kernel: update governance contracts for 4.1

Closes L2-16.

Updates the kernel with the governance V2 contracts that features key delegation for bakers' vote.

As shared on Slack, new contracts are:

• KT1VZVNCNnhUp7s15d9RsdycP7C1iwYhAQ8r for the slow upgrade governance;
• KT1DxndcFitAbxLdJCN3C1pPivqbC3RJxD1R for the fast upgrade governance;
• KT1WckZ2uiLfHCfQyNp1mtqeRcC1X6Jg2Qzf for the sequencer governance.

Note that we decided to not rename variables and functions according to the new governance process names (slow/fast instead of regular/security). For consistency, variables introduced in this request remain based on the old names (i.e. regular/security).

Tests will be performed in a separate task (L2-49).
