At validation time, ensure that a block include at most one Attestations_aggregate.

Why

The whole point of aggregating attestations is to reduce block's memory footprint.

Having more than one Attestations_aggregate in a block is a waste of space as they could be aggregated together.

Add a attestations_aggregate_seen field in the validation state that is checked and filled when validating an Attestations_aggregate.

Provide automatic testing (see the testing guide).
For new features and bug fixes, add an item in the appropriate changelog (docs/protocols/alpha.rst for the protocol and the environment, CHANGES.rst at the root of the repository for everything else).
