Proto/Env: Add pk aggregation functions for Bls in the environment

What title says. We have regular pk aggregation, and weighted pk aggregation

Why

Necessary to check aggregated signatures

How

I went to this party, I brought many public keys, enough for everyone to enjoy. I left them unattended for one second, and all vanished but one. Noticing my confusion, my friend explained: "Ah, Greg ate them".
