CI: Move [oc.build_x86_64-released] from [gcp_high_cpu] to [gcp_very_high_cpu] tag

CI Fix

The CI job oc.build_x86_64-released reach more and more often OOM (example here).

In this MR, we will try to measure the duration of the job on the gcp_very_high_cpu tag to tackle this issue.
