Proto: validators RPC returns companion key only when consensus key is bls key

The validators RPC returns a companion key only when (1) a consensus key is BLS key and (2) the aggregate_attestation FF is enabled, i.e., when it's actually used.

This is needed for !17946 (merged) to not emit the companion_key_is_not_in_wallet event when the companion key is not going to be used anyway.
