Tezt/Cloud: provision an ssh host to be ready to run

This MR enable the provisioning of an ssh host:

  • allow root connection with ssh keys
  • installs docker
  • creates a gcp iam key enabling the pull of docker images from the gcp registry

So, it prepares a machine from an empty state to a prepared-to-host-tezt-cloud
