Long_test: output measurements when no external backend

This simple MR aims to log, as info, MESURE: <msg> <duration> outputs, as soon as call to measure is done but no grafana nor influxdb backend is available.

It eases running the LTF tests locally when it comes to gather the measurements.

Manually testing the MR

Run a test, such as dune exec tezt/long_tests/main.exe -- --file pipelining.ml --verbose | grep MEASURE
