What

In this MR, we introduce the ability to pass bootstrap accounts for TezLink in kernel_config commands, while preserving the existing Etherlink behavior.

This MR is really a first attempt; feel free to leave any comments for improvement.

Why

This is the first set of changes enabling the use of bootstrap accounts for TezLink.

Next

  1. Handle bootstrap accounts in the kernel
  2. Provide Tezos L1-identical default accounts for Tezt tests.
