Proto: expose all service definitions

What

This MR exposes in all *_services.mli files the S modules containing the definitions of the services.

Why

This simplifies the reimplementation of the services in Tezlink. In particular, to avoid copying the definition of Constants_services.S.all in !17165 (merged).

How

Manually testing the MR

We only touch the interface files and only extend them so if this compiles it cannot break anything.
