Tezlink/Kernel: Add Reveal operation and introducing manager operation

What

This MR introduces manager operation with the reveal operation.

Why

In tezlink, for Tezos compatibility, we'll need a reveal for users to reveal their public keys.

How

The operation.rs file is inspired from the operation_repr.ml file in tezos protocol. We have a global operation and a content that can be a certain type of operation (manager, failing noop).
