Etherlink/Kernel: add an optional chain_id field to blueprint chunks

What

This MR adds an optional chain_id field to blueprint chunks. This field is currently ignored.

Why

In the context of the multi-chain feature, this field will be needed to let observer EVM nodes to subscribe to only the chunks corresponding to one of the chains.
