Etherlink: fast withdrawal prototype contract

This contract is only meant to be used as a mockup for testing purposes. There is no real security checks. It only try to comply with the base spec. without taking into account possible attack vectors.

Context

Mockup contract to test the behaviour of the fast withdrawl w.r.t. what will be done on the kernel side.

A service provider contract was also added in order to own the tickets that will serve for the payout.
