The plugin enables the DAL node to forge and inject an denounciation operation for DAL
Why
As mentioned in %DAL: baker incentives (part 4: accuser and testing) , it is the responsibility of the DAL node to accuse a malicious baker. This MR is part of it.
How
Reuse the code from @eugenz in !16189 (closed) and plug it into the DAL node.
