Draft: Accuser: add DAL args

This MR adds two optional arguments to the accuser a --dal-node endpoint, and --dal-slot-index argument. Both or none should be provided.

These are basically not used, except for the fact that their values are stored in the accuser's state.

They will be used in later MRs.
