[WIP] Tezt/Cloud: Add a configuration file for tezt-cloud

What

Add an empty configuration file for tezt-cloud. It is mandatory so people must first run the job dune exec tezt/tests/cloud/main.exe -- cloud config init now.

Why

The configuration will be enhanced with more stuff in the future. The logic should ensure it works as expected with the proxy mode too.
