Baker: Check Dal health every 10 levels

What

A call to the health RPC of the DAL is performed every 10 levels and an entry is added to the log if it failed (either because DAL is unreachable or because the RPC outputs that the DAL is in bad health).

Why

To provide to the baker more information about there DAL node.
