DAL/Node: improve attester events

This MR does the following:

• adds a warning in case the attestation op of a registered attester was not included in a block
• adds a notice in case an attester correctly attested
• aggregates "attester events" for all slot indexes, instead of emitting one per slot index * protects maybe_register_traps by the DAL incentives feature flag (thus not emitting "not attested because of traps" in Quebec) (moved to !16883 (merged))
