Octez/P2P: Add socket option `KEEP_ALIVE` for outgoing connections

What

We introduce the socket option KEEPALIVE for outgoing connections.

Why

This is a good practice to avoid stall connections. In !15914 (merged) this was added only for incoming connections while it was expected to have it for both outgoing and incoming connections.
