RISC-V: rename ProgramCounterUpdate::Add to Next
Relates to RV-245
What
Rename ProgramCounterUpdate::Add -> Next.
Why
Add is exclusively used in the case of continuing to the next instruction sequentially in memory. Changing this to Next crystallises that.
