Store: remove may_shrink_cycles while cementing cycles
This MR aims to remove a workaround when cementing cycles with too much data, resulting in offsets overflow. See !12265 (merged) for the details. It is possible thanks to:
- introduction of 64 bits offsets for cemented cycles: !14211 (merged)
- upgrade to the zip64 lib: !14474 (merged)
It is almost a revert of !12265 (merged)
