Validate the DAL entrapment evidence operation. It does not apply it (this will be done in a subsequent MR); that's why add/remove_denunciation are not called yet.

There are quite a few errors to be added. This will be done in another MR. However, I think reviews can be done with them.

On top of !15832 (merged).

Part of %DAL: baker incentives (part 2: accusations).

Manually testing the MR

Not yet. However, it's under a feature flag.
