EVM/Node: remove [New_last_known_L1_level] in favor of [apply_evm_events]

Alternative fix for !15724 (closed)

Instead of trying to replicate the logic in both request, let's just use the same request. I'm just trying to be a bit smart by not replacing the current commit if the list is empty.
