Proto: add DAL entrapment evidence operation
What
Add a new anonymous accusation operation: "DAL entrapment evidence".
Injecting the operation is currently not possible. Validation and application, still under the incentives feature flag, will be added in subsequent MRs.
The weight of this operation (used to compare such operations among themselves) is given by the level and the number of attested slots in the included attestation.
Two entrapment evidence ops are in conflict if their consensus attestations have the same level and the same slot.
