DAL: Use L1 to check status of DAL slots from proto point of view

What

This MR refactors some parts of the rollup node that check the status of DAL slots before, possibly, fetching the content of the related pages.

How

To do so, we fetch the cells of the DAL skip list from L1 context and check if some slots are published and attested.

Why

This feature will be needed for adjustable DAL. Moreover, it will allow stop indexing the status of DAL slot in the rollup node (issue #7604 (closed))
