EVM/Node: replace transactions when boundaries are reached

Allows to replace transactions even when the boundaries are reached. That is:

  1. If the provided nonce exists in the list of transaction, it must replace an existing one.
  2. If not, it replaces the "largest" nonce in the list of transactions
