DAL/Proto: update commitments publishers to enable slots publication from smart contracts

This MR updates the commitments publishers added to the DAL skip list cells' content to be able to either have regular addresses or smart contract as publishers in the future. This is done by updating (1) the skip list content, (2) the backend part (from storing of published commitments to their possible attestation and addition in the skip list), (3) the front-end part (from manager operation processing to storage before waiting attestation_lag).
