DAL/Proto: Code to handle skip list migration for refutations

This MR extends the protocol and its dependencies with ~with_migration and ~protocol_activation_level to correctly handle hashing of the cells created in the previous protocol (using the hash function of that protocol). This is important when inserting the first cell of the new protocol and when playing refutation games with cells of the path (proof) that spans across the two protocols.
