EVM/Node: estimate gas uses minimum base fee per gas for DA fees

We got the inconsistent da fees event regularly on the testnet, here is finally the fix. During estimate gas, the kernel uses minimum_base_fee_per_gas to make sure DA fees are covered even if the base_fee_per_gas drops. The node uses base_fee_per_gas in estimate_gas, making it inconsistent if the base_fee_per_gas changes.
